Abstract

This thesis (The "Thesis") is submitted to the Department of Engineering at the American University in Cairo in partial :fulfillment of the requirements for the degree of Master of Science. The aim of the Thesis is Building General Indicator Cost Indexes for the Construction Industry Price Movement in the Egyptian Market. It is prepared by Bahaee N. L. Khalil under the supervision of Dr. Amr A. G. Hassanein (Associate Professor, Construction Engineering Department, the American University in Cairo). Construction cost indexes is mainly utilized in planning estimates required at an early stage of a project conception to assist with the establishment of project feasibility and the development of policy decisions. Ahuja (1983) found that this is probably the most important phase in estimating, but paradoxically it is the phase where the least information is available. In Egypt, we have institutions collecting and recording cost information for the construction industry. Furthermore, the "Central Agency for Public Mobilization and Statistics" (CAPMAS) publishes index numbers for several materials. However, these index numbers are just simple numbers for each basic construction material by itself reflecting only its unit price movement. The main objective of this study is to initiate building cost indexes to serve as price indicators for the construction industry in Egypt. The two models (Egypt 1 and Egypt 2 Indexes) developed for building the indexes in this Thesis have been derived based on "Engineering News Record" (ENR) indexes model with modifications to better suit the

Egyptian Market. ENR is one of the leading publications in providing the most up to date construction pricing information available in North America. Egypt 1 Indexes are comprised of three indexes built utilizing three material components (Bricks, Structural Steel Angles and Portland Cement) in addition to two labor components (Common Labor and Skilled Labor). Egypt 1 Indexes serve as a general construction price indicator for the construction industry in Egypt. Egypt 2 Indexes are comprised of two Indexes built utilizing four material components (Bricks, Reinforcing Steel, Portland Cement and Aggregates) and one labor component (General Labor). Egypt 2 Indexes serve as a construction price indicator for reinforced concrete structures in Egypt. The period analyzed in this research is 11 years (1988 through 1998). The validation of index numbers produced in this thesis showed that each index best represents the respective type of building for which it is computed. Furthermore, the analysis of Egypt Indexes produced in this thesis compared to the indexes published by the ENR reveals that both indexes exhibit trends that are generally similar from year 1992 up to 1998 (last year included in the research).
