Abstract
While California has the biggest number of SNAP recipients in the nation, participation rates are far lower than the average national participation rates. This study shows that California presents a playbook of how SNAP participation rates are suppressed due to a unique combination of factors including, the high administrative cost per case, obstacles facing senior citizens, the enduring legacy of the negative cultural and political sentiments toward immigrants and welfare recipients, as well as the application of restrictive SNAP policies such as fingerprinting SNAP applicants and banning convicted drug felons from participation.
