Abstract
This thesis is submitted to the Department of Management at the American University in Cairo by Mona Lotfy Takla, under the supervision of Dr. E.H. Valsan, Director of the Public Administration Program. The research discusses problems facing developmental projects 1n developing countries and the obstacles to the continuity and sustainability of such projects. Methods used are both theoretical and empirical. The theoretical part is expressed in the review of literature and it covers the basic factors that contribute to sustainable development in developing countries. The practical part is a case study of an actual two-phase developmental project in Egypt. The first phase is a community development project in a small village in Sharqyia called Basaisa, initiated by one of the enlightened sons of the village, Dr. Salah Arafat, whose success led to the second .phase of the project which is building a new cooperative society in Ras Sidr called 'New Basaisa Society'. Both projects take into consideration all aspects of sustainable development (full utilization of nature, reservation of natural resources, community development, and finding efficient solutions to real problems of people as expressed by_ them). This paper _emphasizes importance of community development and participation as a basic tool for development. Community development starts with long-term investment in the education, and healthy raising of village children, as well as allowing their active involvement and participation in making decisions for their future and their well-being. Active participation of villagers should be preceded by promoting their knowledge and awareness of their real problems and needs as well as of chances and options for development. Also promoting their way of thinking and broadening their perspectives through training and education programs is essential for ensuring sustainable development.
