Abstract

This thesis discusses the relationship between the government and developmental NGOs in Egypt with a close study of the level of coordination between NGOs and the Ministry of Social Affairs. The thesis is submitted to the Management Department at the American University in Cairo by Nevine Ellia Mikhael Bishai under the supervision of Dr. E. H. Valsan, Director of the Public Administration Program. The research tries to examine the inter-organizational relations in terms of coordination between the government and NGOs and how this kind of coordination can be improved. Five main aspects are tackled, these include:

3. Funding

4. Management

5. Coordination and cooperation

All this information was obtained through archival data, interviews and two questionnaires. One questionnaire addressed the NGO management and board of directors. The other addressed government employees in the Ministry of Social Affairs in the department dealing with developmental NGOs. The results obtained showed that on most issues respondents agreed on a lot of aspects, basically registration, establishment, laws and regulations however the least degree of coordination and debate was focused on funding as the NGOs had limited access to funding and the government placed several restrictions regarding approval for such funding . This was however discussed together with other aspects in details in the thesis.
