Few of the countries that make up the Arab League States have signed the 1951 Convention, and none of the countries making up the GCC have ratified the treaty. Despite this, these states have adopted the 2016 New York Declaration and the Global Compact for Refugees. This talk will explain the situation of de facto refugees in the UAE, the role of the UNHCR ,and the potential impact of the soft law instruments on refugee protection.
